The larger number is the measurement from a point at any corner to the point at the opposite corner.  (Diagram A)
 
The smaller number is the measurement from the center of any side to the center of the opposite side. (Diagram B)

Comments:Origami paper is sold in a variety of sizes but one of the most common sizes offered is 4 5/8 inch (11.75 cm) square. The hexagonal boxes shown here were made with sheets of that size.
 
Working with small sheets of paper is more challenging than working with larger sheets, but the diminutive boxes which result from using small sheets are so cute that any extra effort required seems well worthwhile.
 
The best approach is to use larger sheets when first learning how to fold a new model, then attempt the model with smaller sheets after you have mastered the design.
