The larger number is the measurement from a point at any corner to the point at the opposite corner.  (Diagram A)
 
The smaller number is the measurement from the center of any side to the center of the opposite side. (Diagram B)

Comments:I made these hexagonal boxes by following the instructions/diagrams which came in some origami kits, but using different types of paper than what was included in those kits.
 
These boxes, which combine a lid designed by Makoto Yamaguchi with a base designed by Tomoko Fuse, were made as party favors for a baby shower.
 
To get the 15.4cm x 7.7cm rectangular sheets needed for the lid of this box, I cut some 15.4 cm square sheets of paper in half.
