The larger number is the measurement from a point at any corner to the point at the opposite corner.  (Diagram A)
 
The smaller number is the measurement from the center of any side to the center of the opposite side. (Diagram B)

Comments:The boxes shown here both have the same type of base but their lids are somewhat different.
 
The lid with four vanes (right hand side of image) is an example of Tomoko Fuse's basic Octagon Knob lid design. It requires two different types of units (A and C).
 
The A lid units were made from a print paper and the C lid units were made from metallic paper; then the two types of units were alternated during the assembly process.
 
The lid with eight vanes and a loop (left hand side of image) is a variation on the Knob design. It was assembled entirely from A lid units, but using two different types of paper. During assembly, A lid units made from metallic paper were alternated with A lid units made from a print paper.
 
For both boxes, the base was assembled by alternating two different types of units (A and B).
