The larger number is the measurement from a point at any corner to the point at the opposite corner.  (Diagram A)
 
The smaller number is the measurement from the center of any side to the center of the opposite side. (Diagram B)

Comments:These hexagonal boxes are based on the instructions/diagrams which came in some origami kits, but I made them using different types of paper than what was included in those kits.
 
The lids of these boxes have a domed shape; the dome becomes steeper when stiffer paper is used.
 
These boxes are a hybrid: a lid design by Makoto Yamaguchi has been combined with a base design by Tomoko Fuse. I prefer Fuse's base, even though it entails a "twist down" technique which is tricky to master.
 
To get the 15 cm x 7.5 cm rectangular sheets needed for the lid of this box, I cut some 15 cm square sheets of paper in half.
